As of September 30, 2008, SSA employed 1,289 (2.01%) Individuals with Targeted Disabilities meeting the federal 2% participation rate goal in its total work force. This represented an increase of one employee over FY 2007 and a decrease of 146 employees since FY 2004. The participation rate for FY 2007 was 2.06% and for FY 2004 was 2.2%. Over the 5-year period SSA had a net decrease of 0.19% in employees with targeted disabilities.
I. Counseling
SSA timely processed 70.3% of the 884 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Age; (2) Reprisal; and (3) Disability (Physical). Of the 466 complaints filed at SSA, 140 contained allegations of race (Black/African American) discrimination, 46 contained allegations of race (White) discrimination, 9 contained allegations of race (Asian) discrimination, 1 contained an allegation of race (American Indian/Alaska Native) discrimination, 19 contained allegations of color discrimination and 186 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 238 completed investigations, 29.4% were timely. SSA's average time for completing an investigation was 259 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
SSA's average processing time for all complaint closures increased from 161 days in FY 2007 to 507 days in FY 2008. The government-wide average was 336 days.
IV. Costs
SSA agreed to pay $7,420 for 92 pre-complaint settlements, of which 3 were monetary settlements averaging $2,473. SSA expended a total of $583,962 for 238 complaint investigations, for an average expenditure of $2,453.
SSA agreed to pay a total of $282,740 plus other benefits for 57 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 26 complaint closures with monetary benefits, the average award was $10,875.
