Targeted Disabilities

As of September 30, 2008, RRB employed 10 (1.04%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 20 IWTD were needed. This represented a decrease of one employee from FY 2007 and a decrease of 3 employees since FY 2004. The participation rate for FY 2007 was 1.11% and for FY 2004 was 1.2%. Over the 5-year period RRB had a net decrease of 0.16% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

RRB timely completed the one pre-complaint counseling (without remand) reported for FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Sex (Female); and (3) Reprisal. Of the 3 complaints filed at RRB 3 contained allegations of race (Black/African American) discrimination and none contained allegations of color or disability discrimination.

III. Complaint Processing Times

Of the 2 completed investigations, 100% were timely. RRB's average time for completing an investigation was 128 days.

RRB's average processing time for all complaint closures decreased from 485 days in FY 2007 to 330 days in FY 2008. The government-wide average was 336 days.

IV. Costs

RRB reported no counseling settlements in FY 2008. RRB expended a total of $6,545 for 2 complaint investigations, for an average expenditure of $3,272.

RRB agreed to pay a total of $6,324 plus other benefits for 4 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 4 complaint closures with monetary benefits, the average award was $1,581.
