Targeted Disabilities

As of September 30, 2008, NSF employed 13 (0.92%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 29 IWTD were needed. This represented a decrease of 3 employees from FY 2007 and a decrease of 1 employee since FY 2004. The participation rate for FY 2007 was 1.16% and for FY 2004 was 1.05%. Over the 5-year period NSF had a net decrease of 0.13% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

NSF timely processed 100% of the 6 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Sex (Female); (2) Race (White) and Disability (Physical). Of the 3 complaints filed at NSF, 1 contained an allegation of race (White) discrimination, and 1 contained an allegation of disability discrimination.

III. Complaint Processing Times

Of the 5 completed investigations, 100% were timely. NSF's average time for completing an investigation was 132 days.

NSF's average processing time for all complaint closures increased from 183 days in FY 2007 to 362 days in FY 2008. The government-wide average was 336 days.

IV. Costs

NSF reported no counseling settlements in FY 2008. NSF expended a total of $15,400 for 5 complaint investigations, for an average expenditure of $3,080.

NSF reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2008.
