As of September 30, 2008, DOI employed 689 (0.93%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 1,478 IWTD were needed. This represented a decrease of 11 employees from FY 2007 and a decrease of 3 employees since FY 2004. The participation rate for FY 2007 was 0.97% and for FY 2004 was 0.89%. Over the 5-year period DOI had a net increase of 0.04% in employees with targeted disabilities.
I. Counseling
DOI timely processed 66.4% of the 497 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Sex (Female). Of the 280 complaints filed at DOI, 69 contained allegations of race (Black/African American) discrimination, 16 contained allegations of race (White) discrimination, 10 contained allegations of race (Asian) discrimination, 25 contained allegations of race (American Indian/Alaska Native) discrimination, 33 contained allegations of color discrimination and 68 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 264 completed investigations, 40.2% were timely. DOI's average time for completing an investigation was 331 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
DOI's average processing time for all complaint closures increased from 485 days in FY 2007 to 529 days in FY 2008. The government-wide average was 336 days.
IV. Costs
DOI agreed to pay $74,590 for 55 pre-complaint settlements, of which 8 were monetary settlements averaging $9,323. DOI expended a total of $876,152 for 264 complaint investigations, for an average expenditure of $3,318.
DOI agreed to pay a total of $1,314,992 plus other benefits for 87 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 41 complaint closures with monetary benefits, the average award was $32,073.
