Targeted Disabilities

As of September 30, 2008, BBG employed 15 (0.85%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 36 IWTD were needed. This is the same as the number of employees in FY 2007 and no change in the number of employees since FY 2004. The participation rate for FY 2007 was 0.95% and for FY 2004 was 0.82%. Over the 5-year period BBG had a net increase of 0.03% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

BBG timely processed 100% of the 78 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Age; (2) National Origin (Other); and (3) Reprisal. Of the 31 complaints filed at BBG, 13 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (White) discrimination, 1 contained an allegation of race (Asian) discrimination, 3 contained allegations of color discrimination and 5 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 20 completed investigations, 100% were timely. BBG's average time for completing an investigation was 135 days.

BBG's average processing time for all complaint closures increased from 212 days in FY 2007 to 271 days in FY 2008. The government-wide average was 336 days.

IV. Costs

BBG agreed to pay $22,300 for 2 pre-complaint settlements, of which 2 were monetary settlements averaging $11,150. BBG expended a total of $50,000 for 20 complaint investigations, for an average expenditure of $2,500.

BBG agreed to pay a total of $71,500 plus other benefits for 9 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 2 complaint closures with monetary benefits, the average award was $35,750.
